So, just to correct you. We actually covered our Baja Shelf like you recommended, which did keep the racoons from lounging there. But to say they won't go into your pool because they can't touch is not accurate. I got videos of them diving into the side of the pool, and climbing out. So to date I don't have a way to keep them out of the pool.

I lost my battle. Racoons are so smart and they learn so quickly how to get around things. I tried everything under the sun but they are still the winners.

Did you try to allow the thing to float over the steps? I assume it would float and still be very unstable, of course attached to a string keeping it there.

Has this stopped the racoons from going into your pool over the long term? What prevents them from going in from another open side of your pool?

You only have to cover the stairs (or sun shelf). They won't get in if they are unsure about how they can get out.
