The only way you’re caught is if you admit to them you watch it. They rely solely on intimidation and you signing a declaration form called a TVL178 which is the only piece of information to take you to court!!!

Exactly and what peeves me is that people are paying a hefty monthly bill to watch sky, virgin etc and have to pay again to the BBC who do not provide that service. I thought the license used to be for the BBC only. We paid for a license long before we even had the internet. Disgraceful! I do not watch live TV but unfortunately have to pay the license because my virgin package includes a tivo box even though I do not subscribe to Virgin channels. To get a cheaper package, I had to have the box. It is never switched on though. They got you all ways.

I cancelled my direct debit a couple of months ago. Years of soul searching finally got to a position that it sickened me so much to pay money to an organisation I despise. We agreed among the family not to watch any BBC TV/radio/iplayer-saved emails from BBC and freeview saying that there's no way I can cut off the BBC from coming into our flat. Now why didn't these great and good people at TV licensing and the BBC tell me about this. Thanks, I'm going to try it. Whatever happens at least I most definitely have the moral high ground.

Jose Vega I don’t know why some people are so confrontational these days. Just remove the antenna lead and don’t watch live TV. It’s not difficult. I suspect the issue is that people don’t pay but continue watching live TV which is why they’re so defensive.

They don't have to prove that you have been watching TV. They just need to prove that you have equipment capable of doing so, and they will earn their commission from your prosecution.

Thankyou so much for your reassurance. I’m 72, cancelled my license as I don’t have a tv. I never watched it when I did have one. My son in law took it for his man cave in his garage. I have an iPad, never watch iPlayer or any live tv so my son suggested I cancel the license. I didn’t even know I could! I filled in the form. TVL wrote to me and said thanks. Then a few months later they wrote to my address suggesting I may have recently moved in and need a TVL. I called and asked why, they apologised and said their system had sent the letter in error. I said fair enough. A few months later they wrote to me saying I could need a TVL and that I could be fined £1000 etc. Again I called and they said a letter had been generated in error, this time they made a fresh declaration as they said the original was no longer showing on the system. Then a few months later another letter. This time I called, told them I was removing the implied right of access to my property and that a toll would be charged for any unauthorised access, I also told them that they were harassing me and that I was willing to pursue a civil case against them. They wrote to me acknowledging that the implied right of access had been removed and that they understood I didn't need a licence. Since then, no correspondence. They are incompetent, you have to be firm.

Cancelled mine last week. I did it over the phone. Don't try to cancel by using their online form because it wants you to fill the form in then send it to them in the post. They also want you to send copies of utility bills, tenancy agreements etc. etc. if you want a refund. Cancel over the phone. Get them to confirm the outstanding balance of what you have paid will be refunded. They told me they would deal with cancelling the direct debit so that was one less task for me. Once you have done the above, tell them you remove any implied right of access to the address/ property. Get them to confirm that has been noted. They confirmed they will not communicate via post or visit during the next two years (apart from confirming that refund and end of licence had been processed) The whole process was dealt with in about six minutes over the phone. I now have had the refund of the balance and their confirmation letter. As you say, stay firm but polite, get the names of the people you are speaking to on the phone (that will indicate that they will be brought to account by you if they are impolite or screw up at any stage) If and when I see an "inspector" I'll ensure I film the encounter and post it on you tube. I won't try to get into a row with them or be insulting but they will be treated to minimalist conversation just like any cold calling salesman. They will be told to leave pronto. Incidentally, like you, I will stick to the rules. Now... how am I gonna spend the £150 I've saved?? Thanks to all who have lead the way with this.

The problem I see here is that because you keep informing them that you no longer need a licence, you are confirming who you are and keeping your name and address on their data base. I am totally against that. They do not need to know my name or where I live, it is none of their business. Simply SHUT THE DOOR and do not have any interaction with them whatsoever.

@@susie5668 They only know who you are for a max 2 years. You cancel your licence (stop buying it) you inform them ONCE that you no longer need one and they put you down as "Not needing a licence". Then in 2 years time they send you a reminder that you are unlicenced but when you IGNORE that letter and do nothing they then have your ADDRESS down as "The Householder". For all they know, the person who lived there (you) may have moved or changed their name. If you ignore everything they don't know who you are.

I use to buy a licence. Until. I fell behind after loosing a job. They came banging off my door with police officers. The same day we had buried my nephew. They treated me like I was a criminal. About 4 years ago I ended up cancelling my TV licence by getting a no licence declaration and it was one of the best things I did. There were many reasons I chose to cancel my license. 1. I personally feel that the BBC is of no value to me. 2. I don't believe in the ethos or values of the BBC. 3. The quality of programming that the BBC produces is piss poor. So poor that I refused to watch any of their programming. You can find much better programming on services such as Netflix, Amazon Prime, KZbin etc. 4. Their reporting is very biased as it only portrays one side of the argument. As an organisation who claims to be fair and impartial they are anything but. 5. The way they treat families who are grieving due the loss of a relative/loved one is just disgusting. Capita/BBC will harrass and demand that families pay their deceased relatives TV license by claiming the deceased relative has debt which is owed and if it isn't paid it will result in court action and criminal proceedings for the family/loved ones of the deceased person. 6. Children in Need/Comic Relief is a scam. Whilst and I won't dispute that the BBC does pay some money from Comic Relief/Children in Need to various charities, what I do have an issue with is that the amount that is paid out is rather small compared to the large sum which they are holding onto. At least £94 million raised from Comic Relief/Children in Need was stashed away in investment portfolios instead of being given to charity. What those investment portfolios are remains a mystery as the BBC are not willing to disclose that information. 7. They admitted to deliberately trying to overcharge people who had already paid their TV licence in order to try and make up for a shortfall on money they claimed they had lost from people who weren't paying their TV licence. That is just sheer greed and is wrong. Speaking from experience I remember when I had a licence and had been paying £12.00 regularly every month over the course of a 12 month period amounting to a total of £144 which had been paid. I received a letter from TV Licensing which claimed I owed them £70 which apparently had not been paid. Luckily I kept all of my receipts as proof of payment. However, despite holding on to my receipts I still had a battle trying to prove that I had been had been making regular TV licence payments and it wasn't until some time later that TV licensing eventually backed down. For me it was great that I was able to stand my ground but I feel that other people would be bullied into submission and forced to pay the additional overcharges. 8. I personally feel that the TV licence should be abolished and replaced by an opt-in/out subscription for those who wish to access BBC services. You shouldn't have to be forced to pay a licence fee (which has become noting more than a regressive tax) for programming.

I used to watch the occasional program on the BBC iPlayer (not live) before they removed that clause but it wasn't often. Why should you have to contact them ? why should you have to update their records for them ? The best thing to do is have no contact with them whatsoever. Never speak to them and if you don't know who is knocking at the door don't open it to them. There is nothing easier than doing nothing. Contacting them will do nothing to stop the visits, it might stop the letters for awhile.If you do make an online declaration never give them your name always put the legal occupier, once you give them your name you are in joinder and they have a name to take you to court after they fit you up at the doorstep. And yes always film any interactions on the door step, they are lying deceitful scum.

I watch hardly any broadcast TV. Occasionally I watch the BBC news, Question Time, Hard Talk etc... but it always leaves me frustrated due to their clear bias. I mostly watch Netflix, Amazon or You Tube. I haven’t paid for three years / filled in form etc - got a telephone call and they tried to convince me that I needed one if I COULD watch live tv - this was a lie. I checked and as long as you don’t watch live tv or record from live tv to watch later or watch live tv from overseas (eg via vpn) or live streaming such as on you tube. I have stuck to the rules and no one has visited me yet. I have also made it clear to friends and family and on social media that I never watch live TV or any other live broadcast. You’re also not allowed to watch iPlayer, even though this is not live, however, you can listen to radio without a license. Thanks for the advice, Jon. However, suppose a person completes an online 'no TV' declaration and receives an acknowledgement. This is followed up by a 'check' visit from a TV licensing inspector. The householder, as advised, refuses to engage and shuts the door. After one or more such visits, the householder receives a letter issuing him / her with a huge fine on the grounds that it has not been possible for an inspector to verify the truth of the claim in the 'no TV' declaration. OK, To start with how many people know that any where that sells you a Digital Recorder or TV have to notify the TV licence people. They then check to see if you have a valid licence, If not they give you a couple months then send you a letter or some one knocks on your door. The laws must have changed because I can remember when Video Recorders started and one person was prosecuted for having a TV capable of watching a BBC channel? Although when the Licence person turned up he was invited in and the owner proved he was not tuned into any BBC channel. Another person bought a Video Player and a Monitor so he could buy Videos, Same thing the Video Player was deemed as being able to tune into BBC channels even though the owner didn't even have an Aerial.

What annoys me is that it is treated as an "opt out" system. When I by a TV, there is no legal requirement to declare whether or not you need a licence. I haven't had a licence for about 8 years now, I have always declared I don't need one and never had a visit. However the last declaration I forgot about and then I received another letter which frankly is just pure intimidation, it is worded to make you feel like a criminal and it has got my back up a bit, so I'm doing nothing. After watching the tactics they try to use ( such as the detector van), they are using lies in an effort to intimidate you, and this is for something which there is no legal obligation to opt out of. It seems an assumption that everyone watched live broadcast TV, if you don't, you are under suspicion.

​@mickogden2223 i'm not sure about that. I thought TV licensing just cross-reference all uk addresses against those with a license, then target the ones that don't. After all, the letters are addressed to "Homeowner." If they had your details from the point of purchase, they would know your name

I don't watch any live TV, I have no time, when I get home from work I watch about an hour of you tube a night. Cancelled my license 4 weeks ago filled out the exemption form they sent the next day via email. Job done.

I rang the TV LIcencing people and said I no longer want a licence they gave me two years. I only watch youtube or amazon prime. No arial needed and far more interesting.

Stopped my TV licence two weeks ago, nobody needs to watch "live" tv. Streaming is the way to go, Netflix, KZbin, Now TV and a host of other streaming services means I have a choice about who I pay my money to and what content I want to watch. I even use net radio stations because I moved and could no longer pick up my favourite local stations, problem solved. Thank you internet.

You could still catch up on ITV Hub for ITV programs (not live), All4 for Channel 4 programs (not live) without a TV license.

The BBC don't produce good enough content to merit getting our money annually. More people need to turn around and tell them no.

Hi, My question is this, If the BBC has nothing to do with other channels and said channels receive no revenue from the BBC why does the BBC have the right to stop anyone from watching these channels just because we do not pay for the licence. ? The licence fee funds the BBC not Blaze, Quest, Channel 4 etc.... so why do they have the right to stop us watching these channels ?

I’m quite happy to ignore their hassle and forms obligating me to take action for their purposes. Quite happy to cost the BBC money in investigating me for something I haven’t done. I won’t invest any of my time in the BBC as I owe them nothing.
