it is very much pay to win, im at a plato where i cant upgrade or increase tier

im a level 61 trying to get 70for incurison to get some characters for raid and arena and stuff like that is there any easy way to level up faster?

Unfortunately, not really. The best thing you can do (if you don't want to spend cash or cores) is to make sure you do all of your daily quests every day. Some of them give decent bonus XP. Shy of that, the only real option is the 16 digit cheat code in your wallet (I am NOT endorsing this)
