How to Make a Sweet 16 Balloon Centerpiece

Today we are making a sweet 16 balloon centerpiece. We are using a balloon stand (instructions in a previous video), 16 5" round latex balloons (8 have 4 pumps, 8 have 2 pumps), a coordinating 260 balloon, numbers "1" and "6" foil 14" self-sealing balloons, balloon bond, and hang tabs.
