1. What tension do you suggest on the sewing machine? 2. 15 1/2 inches - what age child is that for? I know the average newborn head circumference is 13.5 inches, so would I make the headband width smaller than the 15.5 inches?

Hard to say for tension as machines are different . Test on on scrap to make sure you still have a bit of give or use very narrow zig zag for the stitch. I did sizing for 1-2yr old but again everyone is different so adjust a bit if needed. If you are using fabric with lots of lycra it will be very stretchy. Sew the band and wrap around baby’s head, mark it and trim off what you need to .
