For my workflow, I use the 'Underline' format and create a dedicated Character Style for it. I then apply that Character Style through 'Nested Styles' in the Paragraph Style. I make sure to add spaces before and after the 'Right Indent Tab.' When generating the TOC via 'Layout => Table of Contents,' I place the three characters (the 'Right Indent Tab' and the surrounding spaces) in the 'Between Entry and Number' field.
