GIMP is free and open source, and it can pretty much do everything Photoshop can. It's a little harder to learn but there are tutorials and pre-made scripts for most things already on the internet somewhere.

Not an hourly amount like most designers would normally do (something I completely understand but don’t really want to do for the sake of simplicity), but a flat rate for album art that would work for you as a regular person who has their own things to think about financially. 🤔 How much would you really want to pay if you knew it would be both quality and personalized?
