Yes you can. If you are using the dried neem leaves/powder I recommend that you use half the amount.

Re the 2 methods (1. frying the neem leaves and 2. slow cold extraction), do you see any difference in the smell? Does the frying method have that strange garlic like smell?

Yes you will get the garlic smell however, it goes after a while.

Thank you for this methods. Did you say once dry Neem leaves is put in a Mason jar, it should be put in a place where it can get sunlight? For 2-3minths?

Yes. However, the leaves must be fully dry.

I wouldn't recommend olive oil because of heating process. Also olive doesn't have a neutral scent.

Yes, if you are using the oil perhaps for your plants. I would not recommend it for you hair and skin.

@@jujulee85 The health benefits decreases more when olive oil is heated. Coconut oil has a higher resistance to oxidation which makes it more suitable for heating. Also the olive does not have a neutral scent.

You can use olive oil to make cold press neem oil. Besides this frying method here makes the neem lose it's nutrients. Cold press is best and if you must heat, try the bain Marie method.
