A pipe cutter is much easier and simple to cut the steerer tube, one small tool does it all.

what was the exact lenght of steerer tube after cutting? how many spacers did you use, below and above stem?

Sorry I do not have the length after the cut. I can tell you that I used 3-4 five mm spacers on the bottom. You may add 1-2 spacers on top for good measure if you are unsure of the height of the stem. This should allow for plenty of wiggle room and adjustment for who ever will ride the bike.
