Is it possible to send one maya scene to another maya scene..For example if i make a witch hat on one scene then a witch wand on another scene can i somehow import them into one scene, and still be 100% editable?

+Laissez - faire Fure, export a selection ( your model ) as an FBX or OBJ file and save it. Then import the model into another existing maya scene

E is rotate, not F

E is rotate the object, but F is lock camera to object to swivel/rotate the camera around the object. F should definitely be working, but that said, my alt+h (hide all non-selected) does not work at all for some reason. :(

+Thanh Liêm Bùi Depends on what you want to use it for but it can be done in one

+Thanh Liêm Bùi if you want to create the project that internal and external image are based on the same environment ( HDRI, Sun, night or day etc... ) then u can work on just 1 file , but keep in mind that the file's size could be extremely huge, i usually use 1 file for each scene, or you can modelling them in 1 file then split them to different part for scene setting,shading and rendering
