My alldolley does have those 2 pins or the holes. Is this an after thought?

Our product is an Airsled Appliance Dolly and has the two holes you mention by design for the clevis pins. We cannot speak for the AllDolly (not made by Airsled but made by the AllDolly company). AllDolly models do have screws in that location we believe.
