the pole on my scarp 1 has come through the sleeve at the top of the tent, only used twice, any ideas how it can be repaired, the tear is on the orange fabric where the crossing pole loop is

what happens when the tent patch gets saturated with water (e.g. in rainstorm) and starts to sag? Will the patch start to slowly fall out? In such a circumstance is it better to stitch the patch into the tent too (and seam seal the stitches thereafter)?

No, glue patch is better unless the tear is in an otherwise high stress area near a seam and really just can't be glued.

Yes you can, just make sure it's thick enough.
