So is it 51% of the same affiliation for characters or 51% threat level of those characters. Like say you take Guardians of the galaxy with star lord, groot and rocket, then you fill say thanos and hulk. That's legal? Cause it's per character?

That is 100% legal, it’s the number of characters not the combined threat value.
