Is a sentencing recommendation within the PSR or sent alongside? I did not see a recommendation in mine from the PO

The sentencing memorandum, typically, is turned in one week before sentencing. Your lawyer writes the document--it is something you should have reviewed and been involved in. Your letters and personal narrative should augment the memorandum. The probation officers writes the PSR (pre sentence report), not the memorandum.
