I can pronounce sure perfectly, but still o couldn't pronounce the R sound in "mentor " word correctly ,is there any difference btw them, beside the position ?

That depends on if you're also using the O vowel before the R, which you need to do for Mentor. Sure is a pure ER while mentor adds a vowel before the ER. Try stretching the or vowel into two syllables -- ower. Mento-were. The W may help with the linking of that vowel. Try saying more, sore, four, mentor

Well it's more of a tongue change than a lip change. The lips are just a bonus. Typically, if you're from India you're making some kind of contact, like we do with a D or T sound. As long as your tongue tip doesn't make physical contact with the gum ridge, you should sound closer to the GA accent
