How are you supposed set the water dripping on the outside when you are supposed to cover them???

He meant the faucet in your house which are facing the outside wall. A powder room or upstairs bathroom

Select the faucets furthest away from the water main so you have moving water throughout your house. A slow trickle of you time it would be about 1/2 cup water over 2 minutes which is approx a gal/hr
