plastic sheet is useless when the edges are unsecured. flood water will seep behind the flopping edges

Did my back really quickly trying to lay heavy gravel and sand in emergency due to tight space between house and fence. Any advice if plants would be a good in the future protection in tight area?

Doesn't really make sense that you limit 10 bags per household when it takes more than that to secure a single doorway.
