you should tell people to turn off power from the electrical panel, not just by switching it off.

@@uhohDISCOx3 yes, you can. but it's always nice to have one of those little non contact testers too. better safe than sorry. check out the Klein NCVT-3 no contact voltage tester. you can put it near the wires and see that it's okay to touch.

Any suggestions for some kind of cover to hide (but not remove) the offending fixture? I’m thinking of adding a paper lantern or shade over the boob light, since we are not allowed to remove ours from the ceiling. Management company replaced several nicer light fixtures with these monstrosities, claiming they “saved electricity” … help!

Artur Kaptelinin basically a lock out tag is a safety procedure used to make sure that dangerous machines (or in this case, electrical machinery) are properly shut off and not able to be started up again before to the completion of maintenance.
