If I’m replacing the upper radiator hose on a vehicle do I have to drain out the radiator coolant. Or can I just replace the upper hose and top off/add coolant.

Probably don't need to do anything for the upper radiator hose. I usually just squeeze it when I am finished to get the air out and check the coolant a couple times.

I think I might have a leak from the tip of my new upper hose in my 07 jgc laredo my mechanic used the old clamps he said they were still good but lately I’ve been seeing a tiny leaking spray trail from the tip of upper hose I’m guessing it’s from that old factory clamp, my question is could I replace that clamp w a new clamp without disconnecting the upper hose and if I do is it mandatory for me to reflush the entire coolant system meaning I gotta buy gallons of coolant and re burp the entire system etc??

You are in luck with it being the upper hose since you won't lose much coolant. You will still want to top it off when you are done but you shouldn't need to flush it as long as you make sure the area is clean and you don't allow any dirt to get in there during the swap. But you absolutely can just replace the clamp. You may want to consider a set of hose clamp pliers as they make the job much easier.
