The seat belt assembly is weighted so if you let it coil it will lock. To unlock it hold assembly at same angle as it was when mounted to the truck and pull down gently. You may have to disconnect the electrical connector. I found it easier to do that first and just set the assembly on the ground. Keep trying you'll get it.

You didn't mention the fact when removing the seatbelt it locks as it rises. How do I release the lock?
