I just watched this video after doing my timing belt (my first timing belt job). Glad that you also used an impact on the balancer bolt and didn’t worry about the 45* btc torque procedure on the tensioner. When I rotated my belt and let the tensioner work, my belt was plenty tight. No flutter, no skipping, no issues.

Not sure if this makes a difference to anyone, but the Aisin brand (Toyota's OEM brand) water pump's shaft seal is supposed to be "conditioned" prior to installation by placing either the Aisin seal or entire water pump in clean, fresh water. I believe doing this swells the seal a bit and keeps it from sticking to the shaft. There is a little note inside the box that says do not rotate the shaft until you do this. Who knew?

The 99 5S-FE Camry is supposed to have HOAT (Hybrid Organic Acid Technology) coolant only. You'll get years from your cooling system if you use regular non-HOAT Preston coolant, but using HOAT specifically prevents acids and electrolysis from eventually inhibiting the system. Using HOAT coolant is the difference between doing a good job and a great job. It maximizes efficiency and life from your entire cooling system. HOAT is more expensive and harder to find and it still does NOT mean your water pump seal won't fail, which seems to be a design flaw, sooo... it's your call.

You may be doing this job over prematurely. Japanese Koyo or NSK bearings are the only ones to use in a Toyota. They generally have the reddish brown seals, not the blue/green seals. Even if you buy a Gates timing belt kit these days, they always slip in a Chinese bearing and they ALWAYS fail earlier rather than later. Japanese bearings are the best.

Is there anyway to test and see if my timing belt is broken? My 99 camry keeps signaling a bad camshaft sensor. P0340 but I’ve changed it out 3 times. The crankshaft sensor as well. I have a new starter and battery as well. BTW, GREAT JOB!!

Nice work, glad to see that you're cleaning and adding the right lubricants on to the parts. However I am concerned that the adhesive spray on the oil pump gasket might interfere with a good seal.
