Summary from Wikipedia:
The President of the United States is elected to have that position for a period, or "term", that lasts for four years. The Constitution had no limit on how many times a person could be elected as president. The nation’s first president, George Washington chose not to try to be elected for a third term. This suggested that two terms were enough for any president. Washington’s two-term limit became the unwritten rule for all Presidents until 1940.
In 1940, President Franklin Delano Roosevelt won a third term. He also won a fourth term in 1944. Roosevelt was president through the Great Depression of the 1930s and almost all of World War II. He held approval ratings in the mid-50% to the low 60% ranges over his many years in office. Roosevelt died of a cerebral hemorrhage in April of 1945, just months after the start of his fourth term. Soon after, Republicans in Congress began the work of creating Amendment XXII. Roosevelt was the first and only President to serve more than two terms.
The amendment was passed by Congress in 1947, and was ratified by the states on February 27, 1951. The Twenty-Second Amendment says a person can only be elected to be president two times for a total of eight years. It does make it possible for a person to serve up to ten years as president. This can happen if a person (most likely the Vice-President) takes over for a president who can no longer serve their term. If this person serves two years or less of the preceding President’s term, he or she may serve for two more four-year terms. If he or she served more than two years of the last President's term, the new President can serve only one full four-year term. Under the language of the amendment, the President at the time of its ratification (Harry Truman) was exempt from the two-term limitation. Truman served nearly all of Roosevelt's unexpired fourth term and then was elected President once, serving his own four year term.

That is a VOTER problem , not a limit problem. It baffles me as to why people have voted these "lifers" in , term after term despite their vote record and performance. We are also keenly aware of these Voting "blind party automatons" that punches the D or R on a ballot regardless of how the candidate has performed or what they said they'd do while on the campaign trail.

Here we are entrenched in a SOTUS nomination/push/vote and all based on a congress that at minimum have served for the better part of 30 years, all in hopes to overturn a law that is nearly 50 years by a base that touts moral high ground, while they watch their wives have sex with the pool boys!!

The problem I see with Congress is that a.) No 'recall' function exists to remove bad congressmen on the state level; and b.) The district-by-district system ensures congressmen can entrench themselves in places they may never get voted out of, instead of being voted on by the whole country, so they are elected according to where the country is going, because their job is to make laws for the whole country and not for their state or district.

I would actually say no we don't. Being a congressman is more complicated than being the president. It takes years of job experience to learn how to do it well. Freshman congressman usually do not accomplish much. This would be a law it would ensure that everybody in Congress was a rookie. That would not be good.

Nahh... you know what we need? For the Salary of Representatives and Senators be paid for by their respective State Treasuries rather than the Federal Treasury. Why should my Federal Taxes pay for Nancy Pelosi's Salary? She doesn't represent me in the House... why am I paying for her Salary?

@Lonbraj Moon so, a police officer kills your child and you call your congressman and ask him for help and he doesn't know what to do. While we are at it we can impose term limits on doctors. Corruption in Congress is not due to the congressman that are elected but to the people that elected them. Lindsey Graham just won his primary. I guess we could impose term limits on voters while we're at it. Oh I forgot, the Supreme Court did that in 2013 by gutting the Voting Rights Act.

I'm more concerned with Congress having a term limit. It just so happens that the longer congressmen and congresswomen hang around, the less they accomplish and the more power hungry they become.

There's a lot of things that need to happen, but the first among those is restricting who can run for office or vote to only those who have volunteered at least 2 full years of their lives in *grueling* and financially unrewarding service to the people. The nature of the service doesn't actually have to be military and *anyone* can volunteer as long as they have the mental capacity to understand exactly what they're getting into.

@@loganm2766 As neutrally as I can possibly say; him losing this term is beneficial should be run again because of the predicted inflation. If anyone is going to ratify the 22nd amendment it will be be him. Time will tell how history goes down. Looking through the lens of the world stage they may view us as weak and incompetent with the current administration. Not saying every Democrat candidate is viewed this way but Trump, love him or hate him, feared him. Phew that’s a lot, again politically neutral here and here to bear witness to the end of our empire.

Yes, it was from one of the sketches he did for a comedy show. He has done a lot of them over the years, and even appeared in a few when he was president. Anyone with half a brain knows when he was joking and when he was serious anyway. He wasn't ambigious.

@@ronaldsmall8847 it's in the Constitution. The Republicans were mad because FDR is the only President in the history of this country to run for and become elected for four terms. So there was an amendment to have the president serve two four-year terms. Four years two times no more. And the only way it could be changes if two-thirds of the states ratified the Constitution and that could take decades

Objection, an ex-president who has served two full terms CANNOT be elected as vice president. The 12th Amendment dictates that a vice president can not be selected if they are not eligible for president. It's not ambiguous, it directly states "No person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States". They are not constitutionally eligible since the 22nd amendment restricts a candidate from being elected for more than two terms.

That's true, your honor, but the ex-president is not barred explicitly from BECOMING a president once more, merely from RUNNING for a president. Therefore, technically, an ex-president is eligible for president, and, therefore, CAN become a vice president, should he so desire and people so allow. So, the ambiguity is still there.

@@migmit Oh God it’s a logical loop. If he’s qualified to be president because he could technically go through the vice-presidency to get there, then the 12th doesn’t apply and he can be vice-president. But if he’s disqualified because of the 12th, then the 12th does apply and he can’t go through the vice-presidency. It just depends on where you choose to start.

@@PrinceOfKenya Not sure about that, actually. There are other ways to become POTUS - for example, by being a speaker of the House, who, if I'm not mistaken, is the third in line for presidency. Therefore, if an ex-president is barred from running for VP, they can still, theoretically, become president through other means, therefore eligible for presidency, therefore allowed to run for VP. I would also argue that even if there aren't any way someone can become president, it still doesn't mean that someone is ineligible. If you don't have money to buy a house (lowercase "H"), it doesn't make you "ineligible for homeownership". More importantly, if it does, then the same loop can apply to anyone: if some X is ineligible for presidency, that fact would make it illegal for them to become president in any way, and, following your logic, would mean that X is ineligible for presidency.

@Spring Ranch From Lil Giant Guess Biden Administration is not busily taking away YOUR liberties while he is taking away MINE? Or perhaps you do not care for liberty and prefer the semi Socialism we have now to just blend into the Marxism we are quickly falling into? Guess censorship of conservatives does not bother you. Nor a lack of Freedom of the Press? Of course you’d better hope you do not change your mind about those things cuz they are also planning to take away the last line of defense for the citizen: soon only criminals and Social Justice rioters will have the right to carry, or be released from jail without having to post bail. Because only the rioters and the illegal immigrants will be allowed the right to not be prosecuted and will have those Get Out of Jail Free Cards. Conservatives and political opponents are prosecuted even if there is no applicable law, and if there IS an applicable law, they go to jail for twice the time of a regular sentence. But you will not mind that. They are just conservatives, or Democrats that have offended or embarrassed other Democrats. Conservatives are just those nutty conspiracy theorists and the idea that those conspiracies are all coming true is just silly. After all, the noose is not pinching you, yet. You do not mind having your leaders chosen for you, instead of elected, because you do not agree with those crazy Trump Supporters. The “living Constitution” the “Progressives” believe in will renege on your rights whenever it is expedient for the collective, just like it happens in Communist Russia and the CCP. You will not mind until it is You who is deemed out of sync with the collective, and then it will be too late. The laws that protect your right to dissent, and your individuality, are narrowing right now. But since you do not see it, you will not object now-and later there will be no one left TO object.

Did you even read my comment? Your reply does not contain ONE REFERENCE to ANYTHING I said, and I doubt there is anything in my comment that most people do not already realize for themselves. The things I spoke of are widely known by this nation-even those not holding my political viewpoint. THE LEGISLATORS discuss these things in Congress!! Are you just hired by Social Media to respond to everyone one, with inane comments? I just listed the things that are HAPPENING TO CONSERVATIVES RIGHT NOW. You speak to me as if I had just spoken of things I had HEARD about. These things have HAPPENED TO ME. Not only that, but the widespread Social Media censorship was announced BEFOREHAND on public television-so that everyone would know in advance! Are you entirely ignorant of our culture? Censorship is being fought not only HERE, but SEVERAL countries like India, Australia, France and Germany have stood up and denounced the censorship of the Social Media. In the same breath you have ADMITTED that this country has been split by the wide difference in coverage of the TRUTH and coverage of DISINFORMATION. THAT PROVES MY POINT ABOUT FREEDOM OF THE PRESS. Our Mainstream Media (MSM), suppresses the TRUTH and promulgates disinformation. They have done so for DECADES. I have been at two different activities, over thirty years ago, where the MSM outride lied about what was going on and/or lied about numbers. I can personally testify in a court of law about those two, that is how obvious they were. If you are from the CCP you can just go away. You are not going to fool anyone. Most people will not even bother to engage you in conversation or discuss this with you. I will give you one thing-your English is better than the last fool who tried to do this.

@@TormentedPenguin that's not how it works - if you've served your two terms you're not eligible to take the office so it would go to the next in line, which is the speaker of the house of representatives, Nancy Pelosi. I suspect that's not what Trump or his supporters want.

@@hairymcnipples read the words on the 22nd amendment.. it only says you can't be ELECTED for more than 2 terms or 1 term if you have already served 2 years or more in the office. nothing about taking office thou other means. The 12A limits the VP to those who are eligible, but it doesn't explain through service or qualification Which is where SCOTUS would have to rule. Next in line is VP. Speaker is 3rd.

Oh yeah. That fucker decided to interpret the Russian constitution as prohibiting only two consequtive terms, stepped a little bit down, putting a ragdoll on the throne, and then became a president again. And then he decided to change the Constitution, and use that as a pretext for, basically, saying "whatever was before doesn't count anymore" and run for two more terms.

There could be an easier process. Vote them out after two terms. Or one. Of course, since so many run unopposed, they aren't even on the ballot. The Libertarian party has an interesting process in its internal voting. NOTA (None Of The Above) is always on the ballot. Every candidate, even running otherwise unopposed is always on the ballot against NOTA.

change the laws that allow corporation via lobby groups to anonymously donate unlimited funds to politicans via a 501c, and stop them from being allowed to accept cushy millions a year "consulting" jobs where they actually do nothing with those same corporations when they retire, how that is not seen as a conflict of interest is beyond me. using these laws Monasanto years ago got them to sneakily slip a bill through which makes them exempt from prosecution if they are found guilty of any offenses, such as poisoning the environment or the population, and Monsanto also bought the blackwater mercenary group that the US itself contracted extensively during the gulf wars to do the things soldiers werent allowed to. Now Monsanto buying one of the best, largest and well known private mercenary security firms on the planet is not worrying, no not at all, the same people who are trying to corner the worlds food supply and make it legally theirs having its own private military is no reason to bat an eye.

While our current Supreme Court is up for grabs (if you can afford them, that is) the general legal consensus is that Section 2 of the Constitution says that to be eligible for office of the VP you need to be eligible for the office of the President. The 22nd amendment stipulates that once you've been elected President twice (or served for 10 years minus one day in a very SPECIFIC scenario) you are no longer eligible to be President so you cannot be elected Vice-President either.

I’m glad to know my understanding of this is correct right down to former presidents able to be VP scenario. I’ve tried to explain the 2 terms even after 2 years in office scenario, that’s 10 years specifically in the 22nd Amendment. No one ever seems to get that and stare at me blankly and say “no a president can only serve 8 years dumb dumb”. Anyway great video as always.

Only partially correct. He did lobby to extend the term limits which was passed by the city council 2008. Then in 2010 a city wide referendum voted overwhelmingly with over 75% of voters supporting reverting the term limits to 2 consecutive. So saying that he made it illegal after the fact is inaccurate. The city decided to make it illegal after the city council, at Bloombergs behest, made it legal.

I can see the house not having term limits since it's 2 year terms, but to stop lifetime politicians the house should be limited to 5 terms and senators should be limited to 2. That's 10 and 12 years respectively.

@@dannyo6699 yeah, CEOs aren't even with companies that long. After so many years, these politicians aren't "representing" anyone but political elites. This is the source of most political dysfunction, using the entire country as pawns in a rediculous game they arent supposed to be playing. Id be okay with other rules too instead of term limits... Like when your net worth changes by x% per year, you can no longer hold office, and afterwards, you lose benefits like secret service etc... There needs to be better controls to ensure politicians behave as ACTUAL public servants, not the "ruling class"

You're correct. You beat me to it. The only legal way is for the vice president to resign, the president appoints a former 2-term president to the vice president vacancy, he gets confirmed, and then the president resigns, dies, or is removed.

While I agree with you, and I'd hope the SCOTUS would too, the 22nd Amendment states that a President cannot be "elected" for a third term. That puts a bit of grey into the question of whether he'd be eligible to "serve" the office.

I would love to see term limits for congress too. 2-terms in the Senate, 6-terms in the House. No more than 12 years total years service within either or both house of congress.

Objection! The 12th Amendment states "no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States." Which implies that someone who served 2 terms as President would no longer be eligible to serve as Vice President.

No, because the wording of the Constitution is that a person is not eligible to get *elected* as president. A vice president taking over is not a person being elected as president. That's why he called it an ambiguity

Every office needs term limits. I'd be for just one long term for most offices. One 4 year term for the House, one 6 year term for the Senate, one five year term for the presidency, and one 10 year term for federal and supreme court judges. I'm not absolutely set on those numbers, they're just what I'd (probably) set if I could. I'm more for the principle of elected officials being one-off. No one should be in office for longer than a decade or for multiple terms.

I think the argument is that the 22nd doesn't say they're ineligible to hold the office, just that they cannot be elected. It's definitely a technicality, but the usage of the word elected gives it that wiggle room. They're not ineligible for the office, just ineligible to be elected to the office.

Since the language is slightly different, there are potentials for both interpretations. This is one of those unknowns that won't likely be settled until someone tries it and it goes to the Supreme Court, at which point the outcome will most likely be determined by the party of the candidate and the composition of the court at the time.

Or go back to the way things were and have the States appoint their representation. If they turn out to be losers you don't wait around for an election. The State simply recalls the senators or representitves that have outgrown their usefulness. They get replaced with someone who isn't an idiot. The federal government isn't supposed to represent the People of the USA, but the States. The States represent the People. And since the federal government should legally be doing about 2% of what it's currently doing, this wouldn't be a problem. Requirements creep, disregard for the limitations of the Constitution, and abitious politicians exceeding their authority have expanded the federal role well past anything that was intended.

It would be a huge disaster, with each Freshmen Class of Congressmen having no idea what they're supposed to do, and no one around with the experience to teach them. @Garrod Saxon I am not convinced that an ex-President can run for Vice President. My argument would go like this; The 12th amendment has the phrase "But no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States." To interpret this only with respect to the citizenship and age requirements as specified in Article II, would be to ignore the impact that amendments have. When the 22nd amendment was ratified, it added additional qualifications to become president, that being that a person who has already been elected to 2 terms is constitutionally ineligible to run again. Since they are ineligible to run again does that make them constitutionally ineligible to be VP? It is clearly a question which has yet to be answered. You are correct, legislative intent is relevant. If the legislative intent was that the office not be held by the same person for more than a set amount of time, it is likely that the phrase in the 12th amendment can be interpreted to prohibit an ex-president from becoming president who is otherwise constitutionally ineligible to be president. The clue to this is the fact that a VP who ascends to the office of president for more than 2 years of their predecessors term, would be ineligible to be elected twice. So clearly, the legislative intent is to limit how long someone can be president and not just how many times they can be elected.

Here in Argentina something similar to that happened. J.D Peron was banned from 1973 election (or any further one). His party presented H. Campora as presiden candidate, Campora won the election (and got mayority in congress), nullified Peron´s bann and resign to the office in less than a month, calling for a new election, whit Peron as candidate.

No, thats an obvious answer. The real question would be, when\if brain uploading becomes a thing, one would imagine a copy of your brain scan being a very private thing. That level of tech implies that you can save states and transfer minds. So how do you prove that you are who you say you are? I mean, who would want a powerful countries leader to have to show the contents of his brain? If futurists are correct, this is where we are one day headed. Shit is gonna get confusing and complicated. If you plot confusing and complicated on a graph, Id say we have been on an exponential curve since the 60s at the very latest.

Back when Cinemasins produced actual content, they did a "What's the Damage" video detailing how much property damage was caused throughout the film. I'd definitely love to see laws broken though. I'd click on that in a heartbeat.
