I think another way to explain this is a kind of "shift" that appears when you "break the texture". The rythm/tempo is the same, but the time frame within the beat also shifts. Am I crazy to think this? Anyway, being a blues player, I'm going to experiment with this concept when playing (real!) slow. I know it will work, because many blues players do this kind licks all the time (thanks for opening up my mind about this, now I know why it works!). PS. I have an account with Tom Hess and I recommend it to everyone (I'm not into heavy rock, but just want to become a better guitar player). Cheers!

+Devon Angell ...This is part of the answer. The more important factors are: 1. the fact that the high note is repeated the second time off the beat. 2. The ear expects the arpeggio to continue to descend, but the repetition of the high note goes against that expectation (creating tension).
