The trick to getting them started is to use a heating mat to warm the soil. You may see heating mats used with starting seedlings for the garden. Some seeds like peppers and others need that little kick to trigger their wake up call. 🌱

Can these be put in a paper bag with a little soil and closed up tight? Then replanted when ready? Can they be left in the garage in a paper bag?

Every video or website seems to have different instructions for storing caladium bulbs. But from what I can tell, that plan would work fine.

All of those methods will work just make sure you store the caladium bulbs in an area where they will not freeze.
