How to test a 2019-2022 Nissan Altima LED Headlight

Why are the high and low beam coming from the same projector compartment? There were 2 empty compartments they could have used

Why is it mad expensive to replace a bad light in these? My pal has one headlight out and has been quoted over 1000 to fix it. My car didn't cost that much!
