How To Tighten Crank Arm on Studio Cycle

What is the proper torque spec for the center crank bolt? In the video it appears that the bolt is tightened just enough to remove play in the crank arm. Will over tightening potentially cause damage or impinge the bottom bracket bearings?

The clamping bolts are really the ones that hold the crank arm to the axle. There is a torque spec in the manual for your specific model. the center screw does not have a torque spec I am aware of.
