May 3rd 2020 update: Zindell still restricted and Edwards Ring kept denying landing permission. Mastracchio Park, Frimout and Kuo City still open. I used the following two nearby ports to complete the requirement. Zamka Platform in the Opala system, and Walker Settlement in the Rakapila system.

All you need to sell is 1 item to the black market to count. However, be mindful that it doesn't register right away (give it a few minutes) also as of January 2020 the stations in the description of this video still work as black markets. Last step is to dock in the dwellers base called Black Hide(is in a planet) in the system Wyrd to pay him.

UPDATE 13th Feb 2021 SMUGGLING WORKAROUND. I've never tried smuggling so I dreaded the idea of having to learn the acrobatics needed to get into stations un-scanned. Found this non-smuggling method to unlock The Dweller. Hope it works for you: 1. Went to Ross 446 and took a mission to deliver 5 Superconductors somewhere. 2. I went to Bugas system and docked at 5 different stations each of which has a Black Market. 3. I sold one Superconductor at each station, on each occasion my Black Market Network increased by 1. 4. On completion, received invitation from The Dweller. Went to Wyrd and buffed my lasers and distributor. Throughout this I was totally legal. I didn't cancel mission so my cargo remained legal but the Black Markets bought them nevertheless. Obviously the mission giver in Ross 446 will be pissed but I picked the system because it's a way distanced from my regular systems. Took 30 mins total time to complete. Really hope this works for you, not sure why this works but it did!!!!! Cmdr. PinchedTooth427

Can confirm this works, just did this myself with these exact two systems. Couple helpful tips: 1) Use your system map to confirm the stations have a functioning Black Market, otherwise you'll waste your time landing in a place where the market is closed. 2) Once you've sold things at the five black markets in Bugas, go back to Song Plant in Ross 446 and cancel the delivery mission while you're docked. You'll rack up a fine, but you'll also be in the right place to go ahead and pay it. Otherwise yeah, went off like clockwork.

That was very helpful, thank you very much. The problem I had was that without abandoning the mission, I got a "yellow adder" disconnection error when trying to trade with any Black Market contact. Once I abandoned the mission, the semiconductors were labelled "illicit cargo" and then I could trade without any hindrance from the authorities when visiting stations. One of the stations gave me a red "anonymous access" warning, but the trade went ahead without incident.

I know this reply might be late, but use silent running. Having some heatsinks onboard is a very good idea when you're smuggling.

Great video, as always! Although at this moment, that particular station does not have narcotics for sale. (the only legal drug available is wine) Closest station with some for sale is Pudwill Gorie Hub, in LHS 2771.

I made the mistake of trying to sell in the same interface where I purchased. You have to go over to contacts and Black Market to be able to sell. In the navigation guide even if it says no smuggling it still works for selling thankfully. As of today confirmed working - Able to dock and speak with Black Market Contact: Mastracchio Park in Bolg Frimout Legacy in LHS 3006 Kuo City in Aulin Edwards Ring in Aulin Zamka Platform in the Opala system as suggested by Machinima Aquinix confirmed able to sell. Not working: Zindell Platform in Ross 1003 -service RESTRICTED at black market panel Selling for a loss but as long as it gets done. You can also Confirm for each sell to make sure of your progress. Head over to #4 or Right side cockpit UI panel Home and then pick Codex. Select your commander on left side panel, then select Stats, then on left column pick smuggling and you will seeing your current stats while enjoying the relaxing UI theme music. **Note we are close to the expansion - Odyssey to be released so the UI will likely have changed.

Simplest method is to take any cargo delivery mission. Take 5 units of whatever items they want you to deliver. Now go to 5 black markets and sell 1 item to each. Now go to an interstellar factor and clear your fine for selling the goods and failing the mission!

Just read a tip in the comments on another video that makes the process absurdly simple. But I haven't tested to see if it works. Go to any station with a black market. Accept any delivery mission. Load the cargo, then abandon the mission. The cargo becomes stolen, hence illegal, and you can immediately sell it at the black market without ever leaving the hangar. Do this at five stations and you have accomplished the job with zero risk of being busted with illicit cargo. Yes, you may have to pay fines for abandoning the missions and you will take a rep hit with the factions you screwed. Seems like a roleplay bonus to me.

Update: Zindell is still restricted, however in Aulin system I went to Aulin Enterprise as that has a black market too. Now have The Dweller :-)

Brennan Depot currently has narcotics available, but Edwards Ring lacks a Black Market. Without landing on planet, try Walker Settlement Rakapila as a close alternative.

march 2021 update, only place i could not sell anything was at zindell, i used the suggested place walker settelment in rakapila system to finish, but upon completion when i went to unlock the engineer i got blown up at i dropped into the base, and then after i bought back 10mill worth of ship i was docked at black hide.. not to impressed by this, has anyone else had this happen?

You dont need to do anything except pick up dropped cargo at Hazardous Resource Sites from fleeing ships. Pick up 5 items, bounce around looking for blackmarkets free from worrying about the fuzz busting you because they don't care about the stolen tritium canister lol
