I don't sand mine I used a damp sponge to get the excess off. That way you don't sand off the orange peel. And leave a flat spot.

Yes! Once you re happy with your sanding and the surface is flat.. you can start painting over

You can if you get a bigger plug than the hole, but if it's the same size the spackling isn't really strong enough to hold any weight. You'd need to get something that clamps from the back, or like I said, a bigger plug (or anchor).

Thank You for your effort, but this product is miserable to work with. I know from experience. Dap Drydex doesn’t fill properly. It has such a strange texture. It bubbles out, doesn’t stick, doesn’t spread smoothly without pulling out of the space you’re filling. It DOES sink. It requires several applications. It should not be as difficult or as much work to spackle holes. I will never buy this product again.
