This sounds more like the introduction of a research study: problem significance, problem background, and problem statement. The background is entirely different section followed but the introduction and before the aims, research questions, and conceptual framework. I am assuming that the focus is a thesis NOT a study, thus a completely misleading video TITLE.

But I was asked to write a background paper to be published on its own on gender mainstreaming, it is not related to any other research or document.
