സംവരണം എന്നത് എല്ലാ കാലത്ത് തൊട്ടാൽ പൊള്ളുന്ന വിഷയം ആയിരുന്നു. മാറി മാറി വന്ന കേരള സർക്കാറും കേന്ദ്രസർക്കാറുകളും ആണ് പല റിസർവേഷൻ നടപ്പാകിയതും കൊണ്ട് വന്നതും. എല്ലാ റിസർവഷനും കൊണ്ട് വന്നത് ആരെങ്കിലും ഏതെങ്കിലും വിഭാഗത്തെ റിസർവേഷൻ വേണം എന്നു സർക്കാരിനോട് പറയുമ്പോൾ ആണ് ഇങ്ങനെ റിസർവേഷൻ നടപ്പിലാക്കാൻ നിന്നിട്ട് ഉള്ളത്. ഇങ്ങനെ ഒരു വിഷയം സർക്കാരിന് മുന്നിൽ വരുമ്പോൾ ഇത് പഠിക്കാൻ വേണ്ടി ഒരു കമ്മിഷനെ നിയമിക്കും..കമ്മീഷൻ അതെ പറ്റി പഠിച്ചു റിപ്പോർട്ട്‌ സമർപ്പിക്കും ഇവരുടെ റിപ്പോർട്ടിനു അടിസ്ഥാനത്തിൽ അതു പഠിച്ചു ഇത് സഭയിൽ പ്രേമയമായി അവതരിപ്പിക്കും അതു എല്ലാരും സപ്പോർട്ട് ചെയ്‌താൽ അതു നടപ്പിലാക്കും അങ്ങനെ ആണ് പല റിസർവേഷൻ ഉം നടന്നിട്ടുള്ളത്. ഇനി മെയിൻ റിസർവേഷൻ ഹിസ്റ്ററി നോക്കാണെകിൽ മൗലിക അവകാശങ്ങൾ പറയുന്ന ആർട്ടിക്കിൾ 15(4) ഇൽ പറയുന്ന ഒരു കാര്യം ഉണ്ട് ഇന്ത്യയിലെ ജനങ്ങളെ യാതൊരു രീതിയും വേർതിരിച്ചു കാണരുത് എന്നു. (15. Prohibition of discrimination on grounds of religion, race, caste, sex or place of birth) അതിൽ ഇൽ തന്നെ ക്ലോസ് പറയുന്ന ഒരു കാര്യം ഉണ്ട് സംവരണം വേണെമെകിൽ SC, ST ആളുകൾക്കും സാമൂഹികമായും, വിദ്യാഭ്യാസപരമായും പിന്നോക്കം നിൽക്കുന്നവർക് സംവരണം ഏർപ്പെടുത്തുന്നതിൽ തെറ്റില്ല എന്നു.((4) Nothing in this article or in clause ( 2 ) of Article 29 shall prevent the State from making any special provision for the advancement of any socially and educationally backward classes of citizens or for the Scheduled Castes and the Scheduled Tribes). ഇതിന്റെ ഒക്കെ അടിസ്ഥാനത്തിൽ 1951 ഇൽ തന്നെ SC-ST വിഭാഗത്തിന് സംവരണം ഏർപ്പെടുത്തിയിരുന്നു. 1977 il ജനത പാർട്ടി അധികാരത്തിൽ വന്നപ്പോൾ സർക്കാരിന് മുന്നിൽ വന്ന പ്രശ്നം ആയിരുന്നു SC-ST വിഭാഗത്തിന് പുറമെ സാമൂഹികമായും വിദ്യാഭാസംപരമായും പിന്നോക്കം നിൽക്കുന്നവർക്കും സംവരണം വേണം എന്നു. ഇങ്ങനെ ഒരു വലിയ ഭൂരിപക്ഷം ആളുകൾ ഈ ആവശ്യം പറഞ്ഞപ്പോൾ ജനത പാർട്ടി സർക്കാർ നിയമിച്ചത് ആണ് മണ്ഡൽ കമ്മിഷൻ അവരുടെ റിപ്പോർട്ട്‌ അടിസ്ഥാനത്തിൽ ആണ് OBC എന്ന പ്രേത്യേക വിഭാഗം കൊണ്ടുവന്നത് അഥവാ ഈ റിപ്പോർട്ട്‌ പ്രകാരം പറഞ്ഞത് പിന്നോക്ക വിഭാഗം എന്നു പറഞ്ഞാൽ പിന്നോക്ക ജാതി ആണ് ഇവിടെ ആളുകൾ ജാതിയുടെ അടിസ്ഥാനത്തിൽ ആണ് വിദ്യാഭാസംപരമായും സാമൂഹികമായും പിന്നോക്കം നില്കുന്നത് എന്നു റിപ്പോർട്ട്‌ നൽകി ചില പ്രേത്യേക മത വിഭാഗങ്ങളും അതിലെ ചില ജാതികളും ആണെന് പിന്നോക്കം നില്കുന്നത് കണ്ടത്തി ആ റിപ്പോർട്ടിൽ തന്നെ പറഞ്ഞ കാര്യം ആയിരുന്നു ആരൊക്കെ ഏതൊക്കെ വിഭാഗത്തെ ഈ സംവരണത്തിന് കീഴിൽ ഉൾപ്പെടുത്താം എന്നു. കമ്മിഷൻ റിപ്പോർട്ട്‌ il പറഞ്ഞിരുന്നത് വിദ്യാഭാസ സ്ഥാപനങ്ങളിലേക്കും ഗവണ്മെന്റ് ജോലിയിലേക്കും ഈ വിഭാഗത്തിന് 27% സംവരണം ഏർപ്പെടുത്തണം എന്നായിരുന്നു. പക്ഷെ ആ ഗവണ്മെന്റ് നു അതു നടപ്പിലാക്കാൻ കഴിഞ്ഞിരുന്നില്ല.ആ റിപ്പോർട്ട്‌ കുറെ കാലം അങ്ങനെ കിടന്നു. പിന്നെ വന്ന സർക്കാറും ഇത് നടപ്പിലാക്കിയില്ല. പിന്നെ 1990 vp സിംഗ് സർക്കാർ ആണ് ഈ സംവരണം നടപ്പിലാക്കാൻ തീരുമാനിച്ചത് ഇതിനു എതിരെ ഒരു വലിയ ഭൂരിപക്ഷ ഇതിനെ എതിരെ പ്രതികരിച്ചു അന്ന് അതു ഒരു വലിയ സമരം ആയിരുന്നു. സത്യം പറഞ്ഞാൽ ഇതൊക്കെ എല്ലാ കാലത്തും തൊട്ടാൽ പൊള്ളുന്ന വിഷയം ആയതുകൊണ്ട് ആരും ഒരിക്കൽ നടപ്പിലാക്കിയ സംവരണം പുന പരിശോധിക്കാൻ നിന്നില്ല. ഇന്നത്തെ ഒരു സാമൂഹിക രാഷ്ട്രീയ ചുറ്റുപാടിൽ ഇതൊക്കെ ഒരു 10 കൊല്ലം കൂടുമ്പോ എങ്കിലും മാറ്റങ്ങൾ വറുത്തേടതുണ്ട്. ജനപ്രിതിനിതികൾ ആരെങ്കിലും ഏതെങ്കിലും രീതിയിൽ സംവരണം ഏർപ്പെടുത്തണം എന്നു പറഞ്ഞു സർക്കാരിന് മുന്നിൽ വിഷയം അവതരിക്കുമ്പോൾ അതു കമ്മിറ്റി രുപികരിച്ചു റിപ്പോർട്ട്‌ സമർപ്പിച്ച അതു പഠിച്ചു സർക്കാർ സഭയിൽ അവതരിപ്പിച്ചു പാസ്സ് ആകുന്നതാ പല സംവരണങ്ങളും ഇതൊന്നും ഒരു വ്യക്തിയോ ഒരു ദിവസം കൊണ്ടോ ഉണ്ടായത് അല്ല അതുപോലെ ഇതൊക്കെ തെറ്റായി തോന്നുന്ന ആർക് വേണെകിലും ഇപ്പോൾ വേണെകിലും ഇതിനു എതിരെ കോടതിയിൽ പോവാവുന്നതും ആണ്. സംവരണത്തിന് ഇന്ന് പലരും എതിർ ആഹ്ണെകിലും. അർഹത ഉള്ളവർക്കു സംവരണം വേണം പക്ഷെ വേണ്ട സമയത്ത് തിരുത്തലുകൾ വരുത്തുകയും വേണം. ഇവിടെ പറഞ്ഞ കാര്യങ്ങളിൽ എന്തെകിലും തെറ്റുകൾ വന്നിട്ട് ഉണ്ടെകിൽ ചൂടികാണിക്കണം എന്നു അപേക്ഷിക്കുന്നു.
