There is no proof of oil, it is just a seismic survey which only proves that a structure to hold oil exists, it doesn't prove at all if there is oil or gas or anything down there until a well is drilled. The current discovery is about finding the location where there is a reservoir that can be potentially drilled. The US produces more oil than it can use and is now the biggest exporter, the best part is that they have access to very high quality crude so they're not going to go half-way around the world for lower quality product. France? Where has France been producing oil, that's not a thing they do. India doesn't have the technical know-how for off-shore drilling on their own. No one's going to be "stealing" anything. The most likely outcome is that nothing happens because Pakistan is too unstable and corrupt of a country for anyone to be comfortable (even China) investing multiple tens of millions into drilling equipment when the country could fall apart and they lose all their investment.
