The U.S. Department of Housing and Urban Development is encouraging local housing authorities to experiment with giving cash directly to renters in pilot programs it wants to follow. It wants to know if this simplified method, which cuts down on red tape and puts more power in tenants’ hands, works better than its decades-old approach: a voucher system where money flows from the federal government, to the local housing authority, to the landlord’s pocket.
The Housing Choice Voucher (HCV) program is HUD’s largest assisted housing program, helping approximately 2.3 million households rent units in the private market each year. Access to rental assistance through the HCV program offers numerous benefits to assisted households, including reductions in housing instability and access to neighborhoods with lower poverty rates. But voucher holders find it increasingly difficult to find suitable rental units on the private market because of source of income discrimination, lack of landlord participation in the HCV program, and tight rental markets.

To implement many of its pandemic-era assistance programs, the federal government simplified the design of these programs, making payments directly to households through economic impact payments, the expanded child tax credit, and emergency rental assistance. HUD is spearheading an effort to learn from these pandemic-era programs and simplify the administration of the HCV program.
The HCV program currently requires that public housing agencies (PHAs) issue the voucher subsidy to the landlord on behalf of an eligible household; for the household to benefit, the landlord must accept the voucher, have their unit pass an inspection, and sign a contract with the PHA. Approximately 40 percent of households offered a voucher are unable to find an eligible unit with a willing landlord.
Providing rental assistance directly to the eligible household, rather than to their landlord, could streamline the assistance process and enable more low-income renters to benefit from the program. Already in Philadelphia, the housing authority is testing a model of rental assistance provided directly to tenants on the Housing Choice Voucher waitlist. The agency selected 300 tenants from the waitlist to receive a prepaid debit card, rather than a housing voucher. The direct cash assistance is intended to help selected families offset the cost of their monthly rent.
HUD and PHAs presently lack the authority to use existing resources to provide direct payments to households. Building from the work in Philadelphia and the experience of other guaranteed income pilots across the country, HUD is looking to partner with national and local philanthropy on a Direct Rental Assistance pilot. Here’s how it would work: households selected from existing voucher waitlists would have the opportunity to receive either a traditional voucher (funded by HUD) or a monthly payment for the equivalent value of the voucher (funded by philanthropy). The demonstration would run for several years in several housing markets that vary based on vacancy rate, level of tenant protections, and geography. This multisite demonstration would allow HUD to compare success rates, search times, housing quality, housing location, and other outcomes between households receiving the direct cash subsidy and those receiving a traditional voucher. If the pilot yields positive results, HUD could use these findings to encourage Congress to fund a larger demonstration and provide HUD with the requisite authorities to administer it. I'm having a issue not getting my voucher for multiple issues and where I'm at now is finding out that the persons that did my hearing is the same one's that did my hearing! I did not get a fair hearing and denial stands. I even went to the director of housing authority as well as HUD. I'm doing all the research on the HUD policies for the HUD employee investigating my denial

I just love listening to you! Hard to find honest educated ppl that speak boldly as you do. I wish we had more like you! The housing in our area is horrible! 2,100 for rent on a 3 bdrm lowest seen is 1400. Ppl being evicted to sell the home. Those of us that have sense know these prices are crazy & praying it drops with more realistic prices.

I am going through discrimination right now with HACLA and landlords in LA. We have income and great rental history but been homeless since the pandemic. We trying to use the voucher to buy land and a home.

yeah, landlords and property managers and even realtors who are supposed to help you find rentals are NOT supposed to discriminate but they absolutely do If you tell them you are going to pay with a voucher...here in Broward County...they absolutely do NOT call you back or find some other reason NOT to rent to you no matter what.

Absolute truth there! I found a perfect place but wouldn’t accept gov aid of housing. Makes me furious so many are bad tenants so it ruins those of us that are not. We have bo privacy or rights & looked down on bc we have health issues.

So if Housing Authority starts giving you cash which can’t be attributed to any paycheck, the landlord is going to ask where is the money going to come from to pay the rent. Then what?

Thats my concern also that the “source of income” will ultimately be the same, being funded/provided by a PHA just indirectly. Most landlords want “earned income” from employment/job. Also if they don’t change the process such as initial inspection and yearly inspections most landlords will still be hesitant. HUD needs to get rid of inspections in order to onboard a unit. Voucher or cash Recipients should be treated just as any other potential renter they don’t go through a mandatory inspection, they either accept the unit in current conditions or negotiate repairs personally with the landlord with no government intervention or requirement standards.

Source of income laws and ordinances can address that issue but those laws are not universal, but what I feel is the major detriment for most landlords is the onboarding process of a unit. HUD/PHAs require personal information and oversight in order to even become eligible as a landlord. if they don’t change the onboarding process as well as initial inspection, yearly inspections most landlords will still be hesitant to rent out units to the program. HUD needs to get rid of inspections in order to onboard a unit. Voucher or cash Recipients should be treated just as any other potential renter they don’t go through a mandatory inspection, they either accept the unit in current conditions or negotiate repairs personally with the landlord with no government intervention or requirement standards.
