I think it depends on the profile of player. A striker would rather join Arsenal because Chelsea have Jackson who's been on crazy form, it's easier to replace Havertz. A winger would also choose Arsenal for the same reason, chelsea's wingers have been much better. A centre back or a keeper would choose Chelsea because Chelsea are weaker in those positions. But if it came down to the player choosing based on project and manager, it would have to be Chelsea, it's clear to see for any non-biased that Maresca plays a better style of football and the players at Chelsea are super young(still not even hit their peak years). It's scary when you imagine what this team will be like when players like Caicedo, Palmer, Enzo, Jackson, Gusto, James, Colwill, Lavia mature. There's still Estevao Willian and Kendry Paez to come through next year.

I believe both Arteta and Maresca are very good Managers and therefore the differentiating factor in performance is down to the Squad Quality and Depth. Chelsea has a very good squad depth (can rotate palmer, enzo, Joao Felix, Sancho without significant impact on performance) and good quality in all areas apart from defence. Arsenal on the other hand has very good quality but poor squad depth (one or two out and its curtains!). Because Arsenal is competing in the Champions league and their lack of squad depth, Key players play too many matches. This gives Chelsea an advantage in the Premier League title race. Arsenal need to make some Jan transfers if they want to win a Trophy this season or it will be the same story
