I just noticed that when luffy is stretching his neck to avoid lucci's finger pistol, luffy is barely moving his head and lucci is just spamming his attack, you can see him attack 3 times and luffy head stays in the same spot, could this be showing luffy observation is seeing farther? AFAIK this part of the fight isn't in the manga, I believe its when jimbei and chopper are running away is part of the manga.

i think it’s mainly to show how much luccis fruit is taking over him like how to awaken he kinda has to be aligned with his fruit hence his desperation and blood thirsty nature to just randomly swing at his prey

Its in the manga. Its just animated a bit poorly. Toei does this occasionally. Sometimes characters move fast they dont look like theyre moving and they just flicker in place right? Sometimes toei just doesnt even animate the flicker part. So it just looks super off. Its in the manga and there are lines to indicate luffy is moving it it efficiently and yes it could be observations haki, but the anime just makes it seem like lucci is missing. It bothers me a lot when the anime makes one person still while the other is moving super fast cause it gives a wrong impression. Another example is thriller bark when zoro was dodging kumas air palm thrusts. The speed at which zoro was moving and dodging didnt match the speed of the attacks and so it came off as kuma deliberately missing
