Rico is not a crime, it's a way to charge a group collectively for a crime or crimes in furtherance of a shared goal. The crime he's being charged with is attempting to overturn an election through a number of means including denying official results, submitting false electors, and (probably the weakest argument) inciting a riot. There does need to be an underlying crime in order to prosecute a group under the RICO statute. Otherwise, any type of organization or team would be a "criminal conspiracy"

The R in RICO stands for Racketeering. He only needed to list one of 35 offenses that are considered under the RICO category. Once you list the offense, then you can state you case as to why that would ALSO fall under the RICO category, usually to charge leaders that were not directly involved in the initial offense by someone within their organization. One person can be guilty of racketeering, or gambling/arson/bribery/counterfeiting/embezzlement, and you can use a RICO indictment to get others within the organization.
