I agree to an extent. But they have hurricanes every year. They need to save $ all year for when they need it, like this time. Planning ahead by saving $ every month and use it at a time like this would be ideal. Esp families w/kids. Those kids have no choice but the parents can be proactive. If they don't get hit with a storm, good - then they can use some $ or keep saving for the next one. There will always be a next one.
