Question please, If the valve goes bad. Is it possible the compressor would overamp and possibly give symptoms of a lock rotor?

EPRs maintain a set pressure, hot gas bypass valves prevent the pressure from dripping lower than wanted only in low conditions, not at all times.

no, an epr piped into the suction only, it does not utilize hot gas to create a false load

Discharge gas from the compressor is diverted from or bypasses the condenser and goes straight to the evaporator
