A motor starter is essentially a contactor and an overload relay. The heaters are matched to the motors full load amps rating. If the motor starts to draw more current than what is normal, the heaters will heat up more and cause the bimetal inside the overload relay to flex, tripping the mechanism and breaking the neutral to the contactor which will cause it to drop out. This setup is critical for 3 phase motors to protect against phase imbalance and loss of phase.

Don't those heaters have an abcd dial setting that should be matched to motor fla? They have a range. Next step for me would be to trace the auto circuit and find out what is up rather than run the unit 24/7 for the sake of saving power.
