This may well be drawing 40W when both LEDs are ON. When you measured the power consumption the unit was strobing. The duty cycle looks to be well below 10%. So if 5W amounts to 10% of the power draw, then the maximum power would be 50W.

You have measured the power wrong these watt meters are pretty slow and can't measure short peaks of high power

when measuring the Watts you need to also consider the voltage at which the 40w is measured. Those LED chips do not run directly off the line power of the house. At 36v DC that would be about right for them as I have in the water-cooled flashlight using similar chips.

dont listen to that guy, thats wrong. Watts is watts, the voltage doesnt matter as its already in the unit. the measuring of the guy in the video is also wrong tho, but for different reasons.
