Hi friend.. If you have a peroxide involving in a particular reaction, you should go with anti-markonikov's rule. If no peroxide is present, go with Markonikov's rule.

Markovnikoff rule is used where alkyl halide is added at carbon which is less substituted or having less alpha carbon whereas antimarkovnikoff rule is used at highly substituted carbon or carbon having more alpha hydrogens

For Dehydration process only we use con sulphuric acid but for hydration we will use diluted one ......is this crt?

No because concentrated sulphuric acid is a highly dehydrating agent and hence used to remove water from compounds. Where as. Dilute sulphuric is not so. This property of sulphuric acid is given in ncert of 12 p block preparation of sulphuric acid
