Actually, as I understood, in cannon of SF4 Seth was destroyed by Juri. So, he decided to take her shape, because of this, modelled himself after the strongest.

Seth is still a male. Remember, Abel and Seth are both clone bodies for Bison. Abel was deemed defective and was to be disposed. However, Nash saved and helped him escape from Shadaloo. Seth and the 25 other success bodies were enhanced biomechanically. Eventually, Seth gained consciousness and further enhanced himself. My speculations for the current body is that he had no choice but to inhabit it after being defeated by Bison and having Juri destroy his Tanden Engine in the aftermath, or it could be that Juri wanted to screw with him and reactivate him in a prototype doll body, as Juri says "wake up, you piece of junk" meaning she has involvement in his resurrection. Also, in the trailer he called himself "King of Chaos", which is a male title. If he identified as a woman, it would Queen.
