So one thing I will say is that, video games rely on sound because for the most part sound effects are going to be heard more than the music. Cyberpunk chose a very eerie soundtrack for that encounter to highlight the Cerberus’s heavy and jerky moments that match perfectly with the music which creates a very intense encounter.

Yeah, exactly this. Plus if you have a lot going on with sound effects or overall sound design, sometimes it's better to pull the music back so the two don't start competing with each other and wind up turning into a wall of noise
