A tropical depression is any storm system with maximum sustained winds of 38 mph or less. A tropical storm is a more organized cluster of intense thunderstorms around a deepening low pressure center and has maximum sustained winds between 39 and 73 mph. Category 1 Hurricane winds begin at 74 mph and up. I'm not exactly a weatherman, but I used to study weather enough to know this. For further information about hurricane categories and intensities, look up the Saffir-Simpson Scale. Note: when winds reach 39 mph, therefore a tropical storm, that storm gets a name. Tropical depressions are not named unless said storm has acquired tropical storm status and has subsequently weakened back to a tropical depression, then it retains its name.
