Recently, there was a buoyancy test on the Scrap mechanic Subreddit. The two most heavy materials are Concrete 3 and metal I-Beams, making I-Beams the cheapest, heaviest option for underwater vehicles. In addition, using the metal small wheels from the Warehouse Security Gates makes a huge difference in keeping buoyancy low, as opposed to the standard Small Wheels.

i believe what you are looking for is a ratio between weight and buoyancy. you want a high weight and low buoyancy. the ratio of concrete is 7:5 or 1.4. (weight / buoyancy), that is how much weight is equal to 1 buoyancy. sand, the BEST thing you could use for this type of creation, is 6:1 or 6. that's 4.2 times more effective then concrete! testing, it doesn't seem like things that weigh more sink faster. however the point is to have as low buoyancy as possible, so that when you move you don't start to rise. the cool thing about how buoyancy works is that, you can use pistons to control which side of your car will produce lift. so if you put a piston extending out the back of your car and put some bubble wrap on it, you can actually force your car to tilt down (front end down). if you put it out the front it would push your back end down. think of it like a back fin for a race car, the air flow around the fin produces a drag force that pushes the car to the ground. actually you can create a drive shaft using that, however sinking is always a constant speed so you would need to fiddle with that to get it to actually spin fast enough to matter. also the stats don't make any sense. there is no correlation between weight and buoyancy. that is, if you have equal weight and buoyancy, you still sink, for some reason. if you have too much buoyancy, the creation actually JUMPS out the water! aka create a single line of bubble wrap and watch it jump up and down. it makes no sense in terms of physics. should really just stop calling the game physics based and call it what it truly is, MAGIC.

You can test this out by taking one pipe piece with a weight of 2 and buoyancy of 3 and a refined wood with a weight of 2 and buoyancy of 6. They both float the same. Increase the weight though, and it sinks like a rock. And for that.... A small chest is heavier than the equivalent amount of concrete... or even a large chest. I have made a submarine tank out of nothing but small chests (with concrete to bind the additional pieces together) and have one of the smallest, but heaviest creations possible that sticks to the ocean floor like glue... unless I speed off a jump!

I ended up making a jet boat with 2 level five thrusters, and a rotating riders seat on pistons. The awesome thing about the boat I built is even when the seat is flipped upside down I still get oxygen, so If im in first person I can drive underwater to see where the oil is and then extend the pistons to collect the oil from the seat. The level 5 thrusters do not have to be turned all the way up because my build is pretty light, mostly bubble blocks, small amount of wood, gas tank, controller, 3 buttons. I haven't tested any underwater things, I'm stuck on the survival aspect of survival, but is hydrodynamics a thing? Like if you created "spoiler" for the front and back and used bearings to angle them down, would that make a difference or would that just be more weight? You could also try "counter weighing" it for sinking. By counter weighing I mean put a big load of weight on to 5 pistons, so that when you go under, you send that up into the air and then there's theoretically the weight of the higher slab falling and pushing your vehicle down under the force of gravity. Of course you don't want the higher slab's weight to exceed the weight of your vehicle, but I'm just wondering which takes priority in the game; the acceleration and force of falling objects or acceleration and force of sinking objects. I'll have to survive better so I can test somethings out.
