She doesn't generally. Suisei has great English pronunciation but as I understand it it is mostly a singer thing and her actual knowledge of the language isn't that high.

you can play a guitar riff without knowing the theory behind it just by repeating the notes you hear. In this regard music and languages are the same thing, you don't have to understand to say something. Tho with this amount of interactions with English and the simplicity of it I'd guess that in this case she understands 90% of it, same way weebs know some basic words even without studying. Signs in more than one language are like giant dictionary entries found on the streets, you'll learn them eventually whether you want it or not.

I can sing Japanese songs without knowing Japanese. She can definitely read English out loud without understanding the English. What she's really good at though is the pronunciation. Even if you speak a language, that doesn't necessarily mean you're good at pronouncing it, and vice versa.
