What I'm guessing happened is that Samael does not have a frequency of attack, but an attack delay (so instead of attacking two times per second, you attack after a .5 second cooldown), and the tears up you got were a flat decrease, until you hit 0s fire delay, which defaulted to 120, the highest fire rate the game can display

I’m personally not a big fan of tainted samael since very little is actually added to the character, with other tainted characters, both official and modded, usually they have some unique gimmick that makes them harder or just more interesting than the base form, with tainted samael it just seems like they gave him what is essentially a dark arts reskin and called it a day
