If you have 20-30$ to spend per day on ads. I advise running paid ads. Also, how are you actually reaching out to them? My strategy that has always worked for me was giving upfront value. In most cases, it's a homepage redesign. Also, I highly advise you learn SEO to not only sell a website but sell a website that will rank on Google.
