I don’t think it’s being afraid to catch them being tyrants - a lot of them have no problem showing that in front of a camera. I’d say it’s more to do with simply being chief ant of the hill and they don’t like their throne challenged. That said, in some cases, it’s also that they don’t want their illegal activities filmed, because then they can’t justify or defend their actions... a case of police word against civilian, which the police always win without proof by civilian.

I travel for work and now I am embarrassed to tell people that I am an American. I usually tell people that I am Canadian. It's the same thing. There are times when you do need to over react based on the cops actions. This guy was not going to stop and he was overt in his intimidation tactics without ever saying anything it’s OK asking for ID.
