No. Turki can only make an offer to the fighters. The decision to accept or reject it is entirely with the individual fighters. In 2023, Anthony Joshua was presented with a list of 6 potential opponents Including IBF mandatory Hrgovic, Jarrel Miller, Kabayal and Makhmudov but Anthony Joshua cherrypicked his sparring partner Otto Wallin😂
