There’s a plug on the side of the block just above where the oil filter screws into. If you remove that plug, you can test the oil pressure from there. If you have good oil pressure, then oil will go from there up to the cam bearings and oil ports. Lacking oil at the rockers would be in this area, bad cam bearings, plugged or partially plugged ports.

Ive tested the oil filter threaded port and the stock oil pressure port by the distributor and both have excellent pressure 60psi+ when spun with the drill. I'm going to remove pan nd timing cover to check for missing galley plugs

Also i like napa oil filters. Most of napas oil filters are psi rated correctly.

Also could just be a weak oil pump. Or the screen has a tendency to fall out. The ones that press in. Not the bolt on screens.

Maybe re add the oil cooler because the pass thru may go to the rocker passages.

@@JovaniDanteGriegoI found a post saying maybe you need a better primer tool. They said a drill doesn't spin fast enough to prime all the passages to feel that 60 psi. The post I saw said the primer tool needs to seal at the correct points to prime to the heads. I haven't worked on anything older than an 80's blazer. Sorry lil sir.

I'm wondering, doesn't the oil pick up tube have a bearing that it fits into? If so, that bearing might not be up to par.
